Both of these ask for very little money if you prepay, because each covers two years or more in a single charge. They arrive at the low price by different routes, and one of those routes has a documented cost.

The 2017 case, and what stands behind each claim

In 2017 PureVPN supplied a customer's connection records to the FBI while advertising a no-logs policy. Four assessments have followed, the most recent in February 2023, and the pages describing it no longer name the firm that carried it out.

Windscribe has no such episode. Its clients are open source, so the software's behaviour can be checked by anyone, and it asks for no email address and no password at signup — you can be protected without the service knowing who you are, which is a structural answer rather than a promised one. Its weakness is currency: the last outside server review was June 2024 and is past the two-year mark.

Jurisdiction runs against Windscribe. PureVPN is a British Virgin Islands company outside every intelligence-sharing agreement; Windscribe is in Ontario, inside the five-country one. That is the strongest thing PureVPN has here, and it is worth weighing honestly rather than dismissing.

What each low price includes

Windscribe renews at the rate it charged, places no cap on simultaneous devices including on its free plan, and lets you assemble a plan by location. Port forwarding, multi-hop, ad blocking and streaming are all included.

PureVPN's lowest rate needs a twenty-seven-month prepayment, allows ten devices, and sells port forwarding and a dedicated address on top of the subscription. It includes ad blocking, obfuscation, IPv6 protection and streaming, and ships apps down to Apple TV and Fire TV, which Windscribe lacks.

Windscribe is quick. PureVPN's speed has not been measured on the bench the other entries here use; the independent figure available puts it around a fifth slower, having been considerably worse two years earlier.

Which should you choose?

Choose Windscribe unless you need television apps or the British Virgin Islands address specifically. It is cheaper across the whole term, gives more away for free, publishes its source, and has nothing on its record to explain.

Choose PureVPN if apps on a television at the lowest prepaid rate is the requirement, and you have read the 2017 case and decided the years since have answered it.
